DE-ESCALATING: Working together for security
The DE-ESCALATING project investigates how situations, individuals and their interactions play a role in the emergence of aggression between citizens and professionals in sectors such as law enforcement, healthcare, public transport and service delivery.
Through in-depth analyses of real-life situations, stress measurements and the motivations of those involved, the project develops strategies to prevent or reduce aggression. These strategies are not only developed but also tested for their effectiveness, with the aim of supporting professionals in effectively de-escalating aggressive interactions.
Research and approach
Within the DE-ESCALATING project, practice and science work closely together. The researchers analyse video footage of real situations, combined with physiological stress measurements and insights into the motivations of citizens and professionals. Based on this data, tools and interventions are developed aimed at managing and de-escalating conflicts. This research uses an innovative approach in which practical experiences and scientific methods reinforce each other to arrive at practical solutions.
Intended results
The project aims to develop concrete tools and guidelines for professionals to effectively deal with situations where aggression is imminent. Expected outcomes include insights into the personal, situational and societal factors that contribute to escalations. By testing the effectiveness of the interventions, the consortium hopes to provide professionals in a variety of sectors with tools to prevent escalations and promote safer working environments.
Study programmes involved
Within De Haagse Hogeschool, the programmes Social Work and Security & Safety Studies are actively involved in the project, offering students valuable learning and practical experience in the field of safety and de-escalation.

The DE-ESCALATING project is conducted in cooperation with a broad consortium of academic and social partners, including:
- Ministry of Justice and Security
- National Police, various transport organisations such as NS and GVB
- Security organisations and universities such as Maastricht University, University of Amsterdam, Free University Amsterdam, and more
Funding and duration
This research is made possible by a €7.2 million grant from the National Science Agenda (NWA), of which €375,000 is managed by the Centre of Expertise Global & Inclusive Learning of The Hague University of Applied Sciences. The project will run from April 2025 to April 2032
